ABSTRACT:

We will argue the importance of constructing a values-based set of ethics relating to the publica dministration. The constitutive values are those values which impact on the appearance and operation of a system as it affects social institutions. Operational ethical values are the values that are associated with the management of the operation of an institutional system and sets its limits.
